CSSC A.S.A. RULES

 

(In these Rules, the masculine gender includes the feminine and

the singular includes the plural unless the Content indicates otherwise).

 

1.         The Association shall be called the “CSSC Amateur Swimming Association”, and be known as the "CSSC ASA".

 

2.         The Association shall be affiliated to the Amateur Swimming Association (ASA), the Royal Life Saving Society (RLSS) and the CSSC Sports & Leisure Ltd (CSSC).  The Association shall abide by the laws of the ASA where they apply.

 

3.         The objects of the Association shall be:-

 

(a)        to encourage and promote swimming, diving, water polo and life saving in the CSSC;

 

(b)        to encourage the formation of swimming clubs in Government Departments and agencies affiliated to the CSSC;

 

(c)        to promote championships and competitions.

 

4.         Membership of the Association shall be open to:-

 

(a)        Area Associations formed under the auspices of the CSSC,

 

(b)        Swimming and Sports Clubs affiliated to the CSSC,

 

(c)                Individuals who are members of the CSSC.

 

Affiliation of an Area Association shall enable all of its individual members and constituent clubs to take part in all the activities of the CSSC ASA.  An individual shall only be admitted to membership of the Association if there is no affiliated club in his office or department to which he is eligible for membership.

 

For the purpose of these rules the term “club” shall include the organisations in (a) and (b) and the term “member” shall include the organisations in (a) and (b) and the individuals in (c).”

 

5.         Deleted.

 

6.         Persons who have rendered special service to the CSSC ASA may, on the recommendation of the Executive, be elected by the Annual Council Meeting as Life Vice-Presidents or Life Members of the Association.

 

7.                  Departmental and Area Associations affiliated to the CSSC and individual CSSC members shall be automatically affiliated to the CSSC ASA.

 

8.         Deleted

 

9.         No swimming, diving, water polo or life saving team shall purport to represent the “CSSC”, nor shall it use the name “Civil Service” unless selected and authorised by the Association.  No championship shall be styled as a “CSSC Championship” unless it is promoted by or with the authority of the Association.

 

10.       The Association shall be governed by a Council consisting of the Officers of the Association as defined in Rule 12; one representative from clubs with less than 50 members; two representatives from clubs with 50 or more members; individual members of the Association and Life Members of the Association; 4 shall form a quorum.

 

11.       The Council shall meet annually. The Hon General Secretary shall give 7 days’ notice of the meeting, such notice to include the agenda. The duties of the Council shall be:-

 

(a)        to receive the report and statement of accounts for the previous year;

 

(b)        to elect the officers for the ensuing year;

 

(c)        to elect the Executive in accordance with Rule 16;

 

(d)        to adopt the Examiners;

 

(e)        to fix the rates of subscriptions for the ensuing year;

 

(f)         to consider and decide upon any proposals and notices of motions from affiliated clubs, members of the Council or the Executive which are properly brought before it.

 

12        Nominations under (b), (c) and (d) may be made prior to or at the meeting.  Proposals and notices of motions under (f) shall be made in writing, with the names of the proposer and the seconder, to reach the Hon General Secretary at least 21 days prior to the meeting.

 

The Officers of the Association shall be:-

President, who shall hold office for one year only;

President Elect;

Life Vice-President;

Hon Treasurer and Trustee;

Hon General Secretary;

Hon Assistant General Secretary

Hon Secretary (Men);

Hon Secretary (Women);

Hon Water Polo Secretary;

Hon Diving Secretary;

Hon Championships Secretary;

Hon Trophy Secretary;

Hon Press Officer.

 

13.       The Hon Treasurer and Trustee shall be responsible for the monies of the Association and shall report on the financial state of the Association at each meeting of the Executive.

 

14.       The Hon Trophy Secretary shall be responsible for the safety and condition of the Association’s trophies and shall take any action he may consider necessary for that purpose.

 

15.       Two members of the Council who shall not be elected members of the Executive shall be appointed to examine/scrutinise the accounts of the Association.

 

16.       The Executive shall consist of the Officers in accordance with Rule 12, and 12 members, at least 3 of whom shall be women (if so many are proposed), elected by the Council at the Annual Meeting.  It shall meet as often as may be necessary. The Hon. General Secretary shall give seven days’ notice of each meeting.  Four members shall form a quorum.  Any member of the Executive (other than the Officers) who shall be absent from two consecutive meetings, without reasonable cause, may, at the discretion of the Executive, be deprived of his or her seat.

 

The duties of the Executive shall be:-

 

(a)                to elect clubs and individuals as members of the Association;

 

(b)               to fill any vacancies which may occur in the Executive;

 

(c)        to appoint the Association’s delegates to the A.S.A., CSSC   and RLSS;

 

(d)           to manage the affairs of the Association and report thereon to the Council;

 

(e)           to exercise control over the financial affairs of the Association:

 

(f)             to consider, and decide upon, the action to he taken about all protests and other questions referred to it:

 

(g)           to suspend defaulting clubs and members

 

(h)           to appoint annually a panel of officials for the Association’s championships and competitions;

 

(i)             to set up any other sub—committees that may be necessary to consider and report on matters referred to them;

 

(j)        to elect from itself a Chairman, who shall, when present, take the Chair at any meeting, in the absence of the President;

 

(k)       to recommend the award of CSSC Colours to those individuals qualified.  (Note: the qualification is to be a member of the CSSC and to have represented the CSSC on three occasions against bodies of equal standing at present the Royal Navy, the Army and the Royal Air Force, Combined Forces and British Police).

 

17.       The Standing Sub-Committee shall consist of the Chairman, Hon General Secretary, Hon Treasurer, Hon Secretary (Men) and Hon Secretary (Women), three to form a quorum.  It shall deal with any matters arising which cannot wait until the next meeting of the Executive, to which it shall report its decisions for confirmation.  It shall have powers to co-opt additional members as considered necessary.

 

18.       These Rules, together with Conditions for Competitions and the Association’s Championships, Rules governing Records, Diving, Life Saving, shall be the Rules of the Association.  No rule shall be altered or rescinded except at the Annual Council Meeting or at a Special Council Meeting called for the purpose.  The motions proposing the alteration shall require the approval of two thirds of those members present and voting.

 

19.       A Special Council Meeting shall be called:-

(a)        by decision of the Council at an Annual or Special Meeting;

(b)        by decision of the Executive; or

 

Seven days notice, which shall include the agenda, shall be given.  Only matters specifically included in the agenda shall be considered.

 

20.       In all matters concerning the meaning of these rules and in any question not provided for therein, the decision of the Executive shall be final.
